DHCR Rent Registration Deadlines and Penalties

On June 13, 2024, DHCR issued Operational Bulletin 2024-1 “Rent Registration Filing Deadlines and Penalties for Delinquent Registrations.”, which outlines new deadlines and penalties for delinquent rent registrations. 


The rent registration filing requirements

  • Initial Registrations: The owners must file initial registrations within 90 days of an apartment becoming subject to rent stabilization.
  • Annual Registrations: The owners are required to register their rent-stabilized apartments annually with DHCR by July 31st of the registration year.

Notice of Delinquency

  • Failure to file required registrations will trigger a notice of delinquency from DHCR, giving owners 21 days to rectify the issue.
  • Non-compliance will result in a Commissioner's order imposing fines of $500 per unregistered unit for each month the registration remains outstanding.

To avoid the penalties

  • The owners and/or managing agents must review DHCR rent registrations and immediately file any missing registrations.
  • Verify that your property registrations are up-to-date and that DHCR has the correct contact details and mailing address on file.
